Could there be a definition of crime when disaster occur?
Could any government has money to allocate disaster area sufficient money.
I might give precise definition for some governments because I know the possible disorder by earthquakes, storms etc. But, for most countries it is not easy to describe crime since we do not know what a storm, earthquake etc itself can exactly do.
We had an earthquake above 7 magnitude, there was not any crime. People died either from Tsunami, or from heavy walls of their own flattened houses. City electricity, water supplies, my house doors were all intact.
Think that storm puts another person car in front of your car, you called government, but no response.You know, it is storm, not the car owner. is it a crime to move other person car into Ocean (You are weak to move car up hill, because your job/income was sitting in chair/working in an office). This is a crime in daily life, but when disaster it is not. Maybe Law will better develop in future. Today we even do not know how disaster causes disorders.
What would you say to the judge who blamed you for hitting unknown car into ocean after a storm.
-In the morning I saw a car in my garden blocking my driveway, that day there was a storm, but it is also possible that someone, or the car owner put it in front of my car on purpose to harm my life.
The correct behaviour is to get rid of the blockade, if the judge asks you to tolerate blockade, in practice this means judge tells you, do suicide, kill your life.
Let's say a judge waits and waits till the time all evidents of storm is gone, and brings the issue that a car is found in the ocean. This judge should be punished for not judging the entire situation, for allowing all history evidences gone, and just bringing a few evidences regarding the event, forgetting the entire main problem regarding this address. This judge forgets that its organization did not pay money to record the storms of this addresses, but shamelessly asks photos to prove that there was that big storm. Such a judge is a bandit and should be punished for abusing law, not knowing law in connection with life or with the related field entire details. Judges who brings the case with deleted, forgotten history should be punished for not knowing entire history of the case, but accusing people, making them afraid that there is no left absolute law in world.
My ancestors, I myself do not like countries with disasters that even the Law creation project money needs to be developed. I am, my family are absolute lovers of absolute law.
A law maker, judge should not ignore Earth geology, earthquake, storms thousands years history.
