one can not survive without water

Personally, in my current home, I never stock up on water for more than a week. In my current house, I take earthquake risk precautions. 
However, following the California flood, I saw again that it is vital to stockpile water in flood-prone areas.
In California or similar flood-prone areas, it's a good idea to stock up on at least 15 liters of water per person. Man endures hunger more, but thirst is very dangerous for body. 
Many California residents who are out of  stocked water and in flooded no running water homes, are now at very high risk of fainting from thirst. During floods, in general, running water pipes do not work. In winter, the water requirement for body is fortunately less.
Hopefully, the flood will recede and people won't die of thirst in their homes.
Better or worse, it rained during flood, rain water can be used by collecting and can be used after filtering it.
Without electricity, running water, surviving is hard.
