As known, we unfortunately do not have a good knowledge of the pacific ocean history, thus these earthquake list already has some missing centuries. Also human never recorded earthquakes in early times unless deaths associated. At Kamçatka, quakes are too big no human population survived today to die, if it shakes even at 9 magnitude, even 1 person will not be available to die.
However, lists already tells me that even if at the unknown centuries pacific ocean had too big quakes, their frequency is not much, and they only occur every 2000 YEARS OR SO. Probably heavy big mass of some continents resists to sunlight absorption changes better wHAT PLACE İS BEST TO SETTLE?

Well, in 40.000 years there maybe found a newly created oxygenated enviroment in Mars or in other planets for continuation of human life. We need to get knowledge insurence of one continent with a different continent.
Why floods are better than earthquakes?
Although river floods are deadly some times, in bigger continents, they still allow people to have some time to escape. But, big ocean tsunamies are too fast.
In conclusion, the earth is not a paradise, we human need to use it intelligently to survive human being. Egg from chicken or chicken from egg comparible question is:
Does geographies, disasters of continents create countries, borders of governments.
Indeed, if an area have infrequent natural disasters it is tend to have a small area. Big governments have the advantage to nurture one damaged side by remained part of the government, if disasters are too frequent to kill many, governments are on bigger areas. No doubt most important factor to draw borders of a government is to rich big seas to ocean.
Then comes doings to protect the right of international brain workers's products. With todays technology one can not easily underprice the work of a hand/muscle working person, at least at borders goverments sees the product and takes a tax for it, but brain work can be easily underpriced on international situations. I am myself such a person, whose most brain activity products has been never paid. You can see what muscle is big in someone body, but you can not see what is missing in some stupid brains.
I definetely support existance of many governments, visas etc, to block bad economic effects on other countries, but we should see that international assemblies, workers are good to protect all humanity in long term. I am an international worker myself.
